What did Bush 41 do that "goaded" Saddam into Kuwait?

His oil buddies advised Kuwait to slant drill into Iraq.
That riled Saddam.
Then he got April Glasby, the ambasador to Iraq, to signal that inter-Arab disputes were no concern of the United States. Saddam Hussein took this as a green light to invade and occupy Kuwait.

The neocons of that day (same as the neocons of today) convinced him that the U.S. needed a war to provide a reason for a military base somewhere, anywhere in the Middle East. Kuwait may have been a good choice, but Bush 1 made the disasterous decision to pick Saudi Arabia instead. This pissed off Bin Laden ....
