The Halliburton spin-off is cynical as hell. They're hoping to fleece investors before the war machine collapses and the investigations into Halliburton's gross criminality begins. probably an attempt to sell off the liability once the criminal charges start coming in.

We should have new laws against no-bid contracts. And what the hell is Cheney still doing with 650,000 HAl options and a yearly six figure HAl salary?
