I think is depends on where it hits. N.O. was a more special case.
If one wiped out the Keys and the bridges were damaged...it would cause extra problems. A mainland hit is different. N.O. was different.

Maybe one just lives in harms way and take ones chances.
I don't depend on FEMA. They are unreliable.

We've had 400 tornadoes so far this year. Last year at this time, we had had 96. Peak tornado season in the south is from April to June. Peak tornado season in the north is the three months of summer. Its going to be a fun year.
