but how many dopes out there with less than $1k in the bank think they can 'handle' a catastrophic illness (assuming they even think about it)

so what i am see here in the massacushusettes legislation is a recognition of the fact there is an EXTREME amount of cost shifting going on by the irresponsible to the dopes like me who PAY....the ever *dwindling* numbers of those who refuse to pay exorbitant premiums for those who recognize that ultimately the cost will be shifted to the "state" (you and me) and have decided time to reign in the irresponsible among us and charge a small amount per capita to make up for that increasing shortfall of dolts (like moi) who have been willing (within limits) to subsidize the willfully uninsured
