If this is the case, and I have no particular reason to doubt, then I would say KRY is a good bet.

I though they were just some off-shore folks trying to keep some rights in face of democratic electorates wishes.

Now, mining and oil, and transportation are sectors full of dark corners where moolah can be skimmed, and as the resources are simply 'found' resources with zero cost base, the only issue is how the pie is split. In many ways the officialdom in locales prefer to deal with willing foreign parties of the friendly and generous sort.
