It is not unreasonable to adjust one's behavior to things logically connected to the threat. The problem here is the nexus between Iraq, and things logically connected with 9/11 and terrorist threats on US soil. At least that is the problem most people have with the use of 9/11 as an excuse for the Iraq war.

If you want to connect the two, you can, but it is unwise to do so, imo. Let me use a metaphor here- a threat to your person regarding a hand gun held by your wife and pointed at you would not necessarily change your behavior in the bath tub, for example. Should you be careful in the bath tub? Absolutely, you always should be, and presumably you knew that before your wife pointed the gun at you on the lawn, but the handgun pointed at you by your wife does nothing to elevate the threat of the bath tub. So even though your wife holding a handgun on you might change everything regarding your relationship with your wife, it doesn't change everything else.
