My credit cards and insurance company price in a certain amount of fraud and losses as well, in the interest charges and premium prices. Because the cost is spread out over so many, most don't even consider they are paying for that until the whole system devolves into an incentive trap where a large percentage of the credit card borrowers or policy holders start to think they are idiots for playing by the rules when "everyone" else is not.

That said, everyone pays a little bit more and the the bondholder gets a little bit less when people borrow with no intention of paying it back. Stealing over a wide swath is still stealing otherwise I wouldn't be getting these ridiculous $.16 and $.33 settlements from various banks who get class action suits against them for factoring interest creatively.
