We were talking about cutting "programs." You said there were republican programs that Democrats cut, remember?

All I know is that Reagan rebuilt our military after the Carter debacle, then began the process of downsizing it after he won the Cold War in 1987. Bush-41 and Clinton continued Reagan's downsizing plan.

I really wasn't planning a debate on this.
