I recommend an international energy consortium of investors that provides collaborative security for their own organizations and guarantees to the rest of the world that energy development is not being weaponized, with checks and balances to provide assurances of course. Anyone not complying with the standards of the consortium agreement is banned from the global market. This is considerate of national and international economic interests and takes military and political goals out of the equation.
