We regulate the size of deer herds, Tim.

Deer herds on unable to regulate themselves. We have intelligence to make our decisions, contraceptives to allow us to have sex without procreation, ect.

Once again, in the US we don't have a problem with run away population. We have a fertility rate that is about equal to the replacement rate. We have a growing population because of immigration but even then it isn't out of control growth. If we really needed to slow growth I'd support efforts to suppress immigration before I would allow the state to regulate how many children people can have.

And at replacement rate the US has among the highest fertility rates of developed countries. Many countries in Europe have below replacement rates. Russia has a fertility rate at about half of the replacement rate. Keep that up for several generations and the country starts fading away...

Even in the world as a whole fertility and population growth are leveling off. Overpopulation can be a local problem in places like Bangladesh, and too rapid of population growth can be a problem in other countries/places, but neither is something we have to worry about much in the US. And even if it was it wouldn't mean that our government has the constitutional authority or moral right to control people in this way. Once again if we needed to regulate child bearing it would be a necessary evil. Since we don't it would just be evil.
