From memory, in this case. Here's a synopsis I found on a debating forum on the web:

"In 1996 the White House pulled files from the FBI on hundreds of Republicans
-- ostensibly for security clearance, but hundreds of former Ronald Reagan and George Bush appointees never being considered for jobs were included. Some, like Linda Tripp, were holdovers, but at least 400 were not -- from James Brady to James Baker, John Whitehead to James Carville. (Some White House snoop probably said merrily, "Let's see what they've got on Carville.")"

So it looks like you are not correct when you say "The list included everyone working at the WH who needed such permanent badges". At least 400 were not in this category.

Obviously no charges filed, but sleazy behavior. Maybe they were just bumbling idiots (like Berger?) and the 400 republican files pulled for no reason was just because of incompetence and it was a coincidence that there were so many repubs. Good enough for you, I am sure.
