My idea was for private corporate ownership. Just like our port deal with Abu Dabi (Except of course that was a national company, which complicates things a little but not without remedy).

The risks, expenses, and responsibilities go to the corporate entity. They can get insurance or loans or whatever is appropriate. The consortium of owners puts in on the costs for international security forces and inspections. National militaries stay out of it except in the usual case of needing to kick an enemy's butt for political reasons.

A consortium is a powerful force for the promotion, development and advancement of solutions that are not bound to social power structures. Consortiums promote opportunities to benefit from the combined resources of its members willing to support cooperative endeavors that no single entity could accomplish by itself.
