They were people who had served in the previous administration, with a few prominent Republicans who could benefit from having the permanent security badge. If it was part of some 'enemies list', then having only seven prominent Republicans and a bunch of nobodys wouldn't have been too smart...

Do a little research, and you'll come to the same conclusion. That's why the so-called 'Filegate' never went anywhere.
