Montana could use thiosulfate, chlorine, bromine, iodine or aqua regia in some cases. Aqua regia is not so strange, especially on cons. I can make it cheap from road salt, and some fertilizer chemicals. Chloratization-sulphitization works to break down refracks too. Russian trick.

Heap leach usually needs cyanide though. You might be able to use halides, but usually they do not work well with dilute solutions.
