In hearing the talking heads so far, the consensus seems to be that Bush can declassify, that there IS a process, but that the process is not formal (or transparent) enough to cause Bush a legal problem. Additionally, any legal problems would be Cheney's, not Bush's, as Bush's permission to leak is legal hearsay to Libby. All that aside, it is a huge credibility hit to Bush. I think this level of lying and hypocrisy even his ardent supporters can understand.
