But when you refer to "the insurgency" you refer to all of it, and I think that there are some parts of that group where applying the word "terrorist" is questionable. Good point. Sitting here we actually have little idea what's really going on in Iraq. Beheading someone may be a terroristic act, but it may also be a traditional Islamic punishment. And it would be going very far indeed to call all Muslims terrorists. For example, in Saudi Arabia the government -- our ally -- beheads rapists, murderers and homosexuals.
