Wes, you still got a problem. You see, within the 2002 NIE was also the opinion of the US State and Energy departments. These were contrarian conclusions, not included in the Bush-Cheney-Libby version of declassification. This amounts to propaganda and abuse of power for political purposes. There's also the consideration of what exactly is the proper way to declassify documents, and I don't think third-party hearsay decision-making is considered either prudent or practical.
