How to solve Iraq: Partition Iraq into two countries: a) a democracy encompassing a similar percentage of Kurds, Sunnis and Shites to the north, west and partial southern portion of present day Iraq; and, b) a Shite nation to the south. I'd guess about two-thirds of the present number of Shites in Iraq would join the new entire-Shite nation, and one third of the present Shites would remain in the democracatic nation. This would make the demographic numbers more compatible for a democracy, where each would compete for the best ideas. The northern democracy would gain a concession to the Gulf--perhaps with the help of Kuwait that tiny sliver that reaches the Gulf could be enlarged so that the two new nations would have access. All oil present within the now-existing Iraqi borders would become adminstered from a fund jointly controlled--perhaps with UN members or Arab League members also on the overseeing board. Proceeds from the oil would be split down the middle, between the new theocratic Shite nation and the new democracatic nation. Primary riverways would be considered international bodies of water, free for all.
