any evidence for that assertion? a puerto rican who is in the US is here legally. a cuban who is in the US is here legally. a venezuelan or argentinian who is in the US is overwhelmingly likely to be here legally (they are the rich ones buying condos in miami).

why would they not want to get tough on illegals?

you are not talking about hispanics, you are talking about mexicans and guatemalans. there is no such thing as "hispanics," there is a very diverse group of people who have spanish as their primary language and whose interests are often polar opposites.
