What is proves is that Bush LIES-LIES-LIES, claiming eight different times than if he ever catches anyone in the WH leaking he'll fire them or take care of them harshly, or whatever. When all along he was the one authorizing the leaks, and only leaks of skewed intel which backed up his BS claims about Saddam. technically, Bush may have also broken the law as he must create a standard on classified intel, then obey that standard. If he didn't set one, or broke the existing one, then he broke the law.

but i do know that the material wasnt declassified as some defenders said it automatically became Incorrect. It was declassified by Exec. order. In fact most of the NIE in question had already been released to the public. J.
