We can only conjecture what anyone else would have done. However, Bush's actions are those of someone clearly non compos mentis, the likes of which we have never before seen.

Kerry has given no indication that he would ever do anything militarily. Most certainly "not have taken Saddam out without a full-scale invasion and occupation"..... What, did you think he would bomb the entire country? Kerry is anti-war and said so loud and clear. He would have done nothing. We would have been hit again. And the same people would say ".....it was only a little hit...maybe the WH, or the Capital...or a city...no big deal"...
