What if the executive branch releases classified information and it undermines national security? Is that kind of leak lawful?

And how can the president, who by the way is not the one that usually deems information classified, nor releases classified information, really know what releases will hurt the nation or help it? Should this be a unitary activity? Or one that should be reviewed by intelligence officials and perhaps the intelligence committees of Congress before releases, or leaks are made?

And when the president decides to release classified information, would it not be better to stand before the American people and personally deliver the information? Or is it better to tell Scooter to leak this information to reporters?....thereby masking the origin of the "de-classifying" of intelligence.
