Yep. I remember. (WAY TO GO for the Ruskies at currying favor with the US! Especially since they *needed* our friendship for so many things... like the WTO talks, etc.)

TOO BAD, I guess, that they *quit* saying that stuff once we dared to criticize them for their actions in Chechnya & Grozny. (Those Ruskies are so sensitive! Who would have thought that a little thing like calling their leveling of the nation's CAPITAL via use of artillery a 'scorched earth' tactic would have set them off so? :)
