My suggestion to the politicos would be enact legislation that says :

1. Register today, to stake your claim as a resident
2. Pay taxes for 5 consecutive years
3. Go thru criminal background checks
4. for the 5 years prove that you have been resident in the US for a majority of time.
5. After that, you apply to become a citizen, and fall into the normal process of acquiring citizenship (with the standard requirements)
