those reports cam out during Reagan's time, not a few weeks ago. That's why Reagan said it. But journalists are not the sharpest knife in the drawer, infact PE majors score higher

The famous Grand Banks off Newfoundland, for example, have been closed to commercial fishing by the Canadian government. Marine biologists have urged closing of most of the fisheries around Europe"
