It doesn't. And it doesn't have to. The federal government is given certain powers. If they are not given power in a certain area they have no constitutional authority to regulate in that area.

OTOH the constitution does leave a lot up to the states. While I think it would be abusive and wrong for the states to pass legislation deciding who can have children and how many they can have, I don't see anything in the constitution that would directly block it. I imagine that courts would find something, because the judges would want to find something so much, and while I would support the result of getting rid of such intrusive legislation the method would be at the very least constitutionally dubious.
