Kennedy himself went underwater and could have died too. Once he extricated himself, there was almost no chance of diving back down and saving the girl. The current was too strong. You fail to mention that. Don't you? Also, it was pitch dark and it was not a pond, it was a fast-running channel beneath a tiny bridge just big enough for one car to cross with no guard-rails. I know. I rented a house there one summer. Kennedy made a terrible mistake trying to go across that tiny bridge in the dead of night. But what about laura Bush smashing into her boyfriend at 50 MPH in broad daylight? Tragedy or something else? Hell hath no fury like a woman scorned.
