Going into Iraq light, without enough forces to secure the country, was Rummy's call, against the "Powell Doctrine" of overwhelming force and limited objectives used in the Gulf War. Now that it's failed, it MUST be due to the genius of the enemy!
It CAN'T be that it was a bad plan!

Good point. Also it was obvious that the Iraqi majority didn't like having Saddam in charge, but it never dawned on Rummy that the Iraqi's would like the US troops even less.

Actually, I think this is a telling statement. Clearly he is totally dumbfounded that this turned out to be the case. I mean, who would have guessed the enemy would actually be using their brains and adjusting their actions? Puts them at a significant advantage over our administration who squeezes out people who try to do that...

That isn't clear at all.

It appears to me that he is not surprised at all, but is rather using the obvious fact as a defense against those who accuse him of planning for the war that was to minimal or poorly done. To an extent he has a point, but I'm not sure it is a very large extent. Yes the enemy reacts to and tries to foil your plans, and yes no matter how detailed and well done your plans are you are going to have to adjust them, but that doesn't make good planning useless.
