Well, "traction" was actually c2's word, not my choice. I just used it to keep the flow going.

I agree with your conclusion, but I suspect the reason is the Republican control of congress and the white house. Had the Dems been in control, for instance, of the Senate when the Abu Ghraib publicity first occurred, there would certainly have been investigations.

I also suspect that those revelations laid the basis for future extremely harsh historical judgements of the Bush administration, not only for the torture practices there but for their failure to hold the proper officials accountable, all the way up to and including Rumsfeld.
