If you look at the polls- now or in the past-
here is one from Oct:

you see that it's the economy, the direction of the country, and Iraq. Of course recently Bush has also fallen down in terms of national security- which is interesting. But people seem most to resent the direction of the country, the deficits, and Iraq.

The immigration debate is complicated. IMO Bush is simply unlucky that it has hit him at this moment, when he is particularly weak on things that are (imo) his fault. The immigration issue is a tar baby, and there is no way to make everyone happy. IMO there is NO way to pick up votes on this one. He'll lose votes no matter which way he swings. I'm not sure it matters where he is- middle, left right. It's all a lose lose game now.
