Had to do with health and the fact that teddy wouldnt be allowed in the program for health reasons. BTW, if someone could solve national issues like SS, health care, immigration they would be way ahead of the curve even if we had to God forbid pay for it.

gee i thought it meant that he understood younger people were leaving Mass in droves already, and he was looking to make it the next geriatric welfare dependency state on the way to 'universal' healthcare
