He is incompetent to be president of the United States and his puppet handlers can't figure out which strings to pull in the face of growing knowledge over the whole charade. All this administration knows how to do is push the right buttons in order to convince some Americans to vote Republican in elections. At this point, given the continued shame, Rove needs to become a ventrilioquist and not a puller of puppet strings.
