Contributions made directly to a foreign charity may not be deductible. So the US wealthy collect twice from the same donation, and that's even before the donation reaches the "beneficiary", whoever that is --- (a) from the tax deduction, and (b) from the funds which are disbursed back to them by the organization as an "administrative" expense.
