You are correct. Savings is only part of the equation. The other is education. "With poverty comes ignorance and governmental corruption." But note that poor people believe that educating their kids they may get a better life.

RESULTS:
Then they become more educated and won't believe a dictator is the solution.

The more educated go abroad.

The less educated go abroad too as illegal immigrants
