Nobody believed that garbage about the mobile bio-weapons labs. Fact is that most of the evidence presented by Powell in his dog and pony show was a joke. That is why they didn't get the support they needed at the UNSC. Many, including Kofi Anan were of the opinion that they needed a vote to get UNSC approval of the invasion, otherwise the invasion/occupation was illegal under international law.

Tenet continued to assert that the mobile-labs theory remained plausible. Although there was "no consensus" among intelligence officials, the trailers "could be made to work" as weapons labs, he said in a speech Feb. 5."
