I don't think you are really interested in real debate on this, and thus you will make no effort to read what follows. But at least I like your question, as it gives me an opportunity to answer with a view from Chinese scientific sources, so that others may learn.

About 1.3 percent of China's GDP goes to environmental protection, and even that is sort of a fudgy number; much of it could go to public works really having nothing to do with environmental protection. But I think a better way to think about it is that Chinese scientists say that in order to keep the situation from deteriorating further, just to keep China's environment where it is today in its sort of sad state, they should be investing at least 2.2 percent of GDP.

China's central environmental protection agency, the state Environmental Protection Administration, has only 300 full-time staff. It compares with roughly 6,000 for our EPA.
