I can believe that. Times have changed. The effects of forced subsides due to reduced government reimbursement, excessive healthcare service utilization, pharmaceutical inflation, malpractice insurance and ever other healthcare cost inflator have caused insurance premiums to exceed the published rate of inflation.

I am not convinced that they outstrip the real rate of inflation by much, but most people accept CPI as the rate of inflation.
