Good article, but has a familiar tone to it,

Also, I imagine where it is enforced, older cars are grandfathered or exempt? One exception, that I read about while in Shanghai, was that to get a permit to drive in the inner city, had to meet air emission standards, which just push the offenders to the outer rings.
