A higher rate without any enforcement is just silly. People are mistrustful. It has nothing to do with wanting to starve children, and everything to do with simple game theory. Making it partisan is just weird. You can, of course, make it partisan. But it is obviously not.

It's too bad government officials don't know more about game theory. They could manipulate us so much better if they did. Or maybe it's a good thing they don't know it.
