as a lawyer, i'm not certain what you do not understand about 'criminal penalties'

hint:

jail time

in the 80's the gov't criminalized environmental polluting behavior....once that happened, and a few business owners were sent to jail, the cost/benefit correlation became clear...

You can't criminalize someone for accepting a fake ID unless you can prove he knew it was fake. Can you?

As I'm sure you are aware, there is a very easy way to check the validity of a Social Security Number.

I might be missing something, but it should not be rocket science to make sure the license and other documentation match the name the government has associated with the Social Security Number they give.

IDs should have a thumb print at a minimum. It doesn't even have to be visible. I gave an invisible thumb print at my bank, and was glad to do it.
