Why? The instructor had apologized, and asked to take a racial sensitivity class. I'd bet the faculty member was horrified by the assumptions made about the question- whether it was innocent, or driven by unconscious racism. The administration is probably trying to shield the instructor from the nutty people out there who like to make things personal. After all, they would be open to some serious criticism if they crucified a genuinely contrite instructor publicly, and then something horrible happened as a result of that. It's not easy being an administrator. Seems to me you can't get much more PC than this administration. If you believe in PC they've certainly done all the right things. If you don't, that's another issue, but that doesn't seem to be the issue you're addressing.
