The black market is capitalism breaking the bonds of rules of law attempting to choke capitalism off. The only way to stop a black market is to withdraw the laws that created it. Maybe all markets should be black since that's what they are default. In a black market everything is always perfectly fair, because all participants reach equilibrium.
