The UN inspectors had confirmed by analysis of the soil that weapons were destroyed at that sight. Iraqi scientists were attempting to quantify in at least gross terms how much was destroyed.

Yes, every inspection garnered more information and more suspicions. This was happening year after year. In the House of Commons, Tony Blair talked about this frustrating process with Iraq. He said something along the lines of “We ask for the remains of chemical weapons, and they say they destroyed them. We ask for the documentation, and they say they destroyed it. We ask for the locations of where they were destroyed, and they say the places have been demolished and we forgot where they were. It is any wonder that we can’t trust what we hear?”

[Hawk] believes that "all available means" includes the authority for military action and it might if that's what the permanent members thought it to mean.

If I remember correctly, Tony Blair’s lawyer suggested the same thing. I’m curious what you’d make of this situation if the SC had given authorization for the use of force. Do all of our current problems with the insurgencies and terror cells remain in the same light? Would we get to sleep better knowing that we’re burden sharing with our allies?

He's probably at a disadvantage being limited to US news.

Testosterone overcame logic.

In a way, it’s supposed to. The sex drive has to overcome war, famine, pestilence, doubt, fear, shame, and too many more impediments to name. On the downside, in a modern society, it’s also the reason why ~85% of the US prison population is men and why 95% of all violent crimes are committed by men. IMO, this is why we needed to be hammered by religions -- to behave a little better than chimps, where possible.

Otherwise they would have found out that there were NO WMDs and that would have thrown a big monkey wrench into the entire engine of war. Besides, this way the Dubyettes can say that Saddam threw out the inspectors.
