"Of the 150m computers sold per year, how many are purchased chiefly for their power attributes ?"

Beats me. That is a system level question, I can't tell you how many were motivated by a couple of bucks. You never have really been involved in product design, have you?

Power consumption is an important factor in probably over 50% of purchases on a revenue basis.

Sometimes it is server density and computer room cooling.

More often fan noise becomes a factor. Noisy systems will not be as desirable.

Finally, all notebook sales live and die on battery life and whether there is lap-cooking heat production or shoulder wrenching weight.
