Sorry, Tom. The point of more security in the walmart is to catch the shoplifters first and deter potential shoplifters. Most shoplifters are repeat offenders. I suspect many Iraqi dissidents have set more than one IED. If you have enough troops initially to secure the ordnance, provide adequate security and round up the bad guys...you reduce future deaths. This is one of the main gripes of the retired generals...piss poor planning for the aftergame.

It's not like having more troops would have had no impact on the ability of insurgents to produce and place IEDs.
