Your intention is well meaning but you have to watch out, for this could be taken to mean that government ought to pay us to take risk. That may be a good idea on the low end and to displace welfare on say, a Friedman negative income tax basis.

Gosh you know me now.

Problem with government picking up any tab is the dollar end of the tab is not quite as meaningful as it is when people use dollars from their own pockets. One feels dollars directly so you use the dollars far more wisely. Also government is the result of independent people. So the result is not or should not be the cause.

So what I should of written is government must make it as easy as possible for business to succeed.

Which takes me back to property rights when a freeway is built property is purchased it is a true need. The value of property was paid for at way below market value in China however the purpose of that purchase was paving the way for more dollar growth.

Then is the government of China partially acting in a responsible manner? The non responsible was in singular person rights. If one thinks in the terms of collective which is communistic then one should really worry about all US corporations who are now in China. However one assumes this was an error in judgment on China's part.

California corporate tax collections increased when the tax percentage charge decreased. Making it as less costly as possible for business to operate does work.
