Then we are on the road to either more government action or towards dealing with the problem. When people have an interest in cost containment, they are more prudent consumers. Third party payer health insurance created the free rider problem. If the good is free regardless of the quantity consumed, then demand is infinite.

People say, "Same my life no matter what the cost." If they have to pay a significant amount, they use cost / benefit analyzing techniques.
