I covered most of the Ohio coal fields on my first job out of college. You know, if the environment isn't too toxic, at least some of those strips are fairly level. You could finish them after the fashion of a landfill and build houses or parks with a view.

They do that in Florida for phosphate mines. Took a while, but areas being reclaimed are working here
