Cheney was busted for having HAL options. He had previously lied that he had no connections to HAL anymore, then they found the millions in options and six figure salary. Only then did Cheney (rather than resign over the scandal) promise to give them to charity. With the money he'd founding a huge monument to his greed at Wyoming University.
