The state was abrogating, undermining, pre-empting, property rights, so the people had to stop them and did it through Prop 13.

You had asked, "What is it about property rights, either land or intellectual that lessens forms of capitalism". The idea is that property rights enable capitalism, but sometimes people elect to to compromise such rights for arbitrary reasons and this forces capitalism to adapt by becoming a different form.
